Organizations need to regularly assess their Governance, Risk, and Compliance (GRC) initiatives for integration, alignment and effectiveness. A recent international survey found that a siloed approach significantly increases costs, primarily due to a lack of clear strategy and divergent perspectives between leadership and employees, hindering effective GRC integration.

This research evaluated GRC practices and performance in a group of State-Owned Enterprises (SOEs), providing recommendations to improve alignment of effective GRC initiatives with organizational and individual goals.

While many studies examine GRC evaluation, empirical research on methodologies for assessing integrated GRC initiative performance is rare. This study offers an empirical assessment of GRC performance, supplementing existing methods like GRC Maturity Assessments.

This study investigated how perceptions of organizational leaders and employees regarding the importance and performance of GRC initiatives affect the efficacy and overall performance of GRC practices.

This mixed-methods study, conducted from January to March 2025. assessed GRC performance in seven Indonesian State-Owned Enterprises (SOES).

Using a 5-point Likert scale Importance-Performance Analysis (IPA) questionnaire, the research collected data on 10 GRC initiatives over the past three years from leaders and employees through surveys, interviews, and observations.

The results shown some indicator of evidences that optimal awareness and high expectations for GRC initiatives exist in the objects of the study, however the Group Management need to balance this with increased individual and organizational capabilities, particularly in some critical initiatives.

This study's methodology provides crucial tools for organizational decision-makers, auditors and advisors to identify and resolve siloed business environments that cause operational failures. It emphasizes that despite any GRC initiatives, the human dimension is the most critical factor for successful GRC framework implementation and should always be prioritized by stakeholders.

Future research should focus on three key areas to improve this study's utility and speed. First, develop advanced GRC frameworks tailored to contemporary challenges e.g., Al governance and supply chain vulnerabilities. Second, leverage technology to automate data processing, reducing manual effort and accelerating research. Finally, implement longitudinal IPA for instance to assess dynamic perceptions of GRC change during and after a crisis.
