PT Indomas Mulia, is a consulting firm, which is involved in the area of management information system development, environmental studies and management, and technical studies in the field of energy, electricity, and Human settlements. The company had only received one private client -one company of the Bakrie Group -during the current management team. The experience received from the private client showed that it required high level of expertise with very tight budget.



The management feels that the performance of the company during the last four years (1992-1994) was good because the revenue increased at an average of 36% per year. However despite this increasing revenue, the net profit margin of the firm is decreasing. Some factors have attributed to the firm's performance, internal as well as external factors. The internal factors are the current strategies that have not been well defined, while the external factors are increasing remuneration from outsourced expert personnel services, higher competition, government decentralization policy, and globalization threat.



In facing such internal as well external issues, the management would like to know what strategy should they choose in order to increase the performance that they have achieved before. There are several questions that need to be answered such as do the company need to be more specialized i.e. to concentrate on specific area such as in information technology or be as it is, a "generalist" taking all tenders? How should they respond to the globalization era and government issues? Moreover, should the target market is still the government or enter also the private market and how?

The objective of this study is to formulate the strategic plan as a basis for the firm to develop in the long range planning. The time period is five years from the year 1997 to the year 2001. Specifically the objectives are to:

1. Conduct an external environment analysis.

2. Conduct an internal environment analysis

3. Formulate a proposed strategy based on analysis to achieve the firm's objective.

4. Recommend implementation plan
