The goal of this project is to make analytical report to RSCM management as the basis of their future decision in anticipating the full-scale implementation of Self- Funding (SWADANA) policy toward government hospitals in Indonesia.



RSCM is a general hospital under government administration and functions as the highest National Referral Hospital and Teaching Hospital. So far, it is classified as an "A" class hospital in Indonesia under government classification since RSCM provides a wide range of specialist and sub-specialist medical services.



Having assigned by the government to be the National Referral Hospital for Indonesia, RSCM has to treat all the patients referred to by all other hospitals from all provinces and regions in Indonesia. Thus RSCM has always to implement the latest development in the medical science and technology, which is usually very expensive.



From the human resources point of view, especially in terms of quality and quantity of its medical doctors, RSCM has been considered as the best in the country. As the tertiary and research hospital backed up by the FKUI, RSCM employs 1,596 highly qualified physicians, from general qualification, specialist to sub-specialist. Many of them are nationally or even regionally recognized as being the best in their field.



To maintain the loyalty of those kind of professionals, RSCM has to provide proven state-of-the-art technology and a conducive environment for innovative programs and services in the prevention of illness and restoration of health, including the opportunities to provide an "adequate reward" according to his or her qualification, ability and initiative. It was RSCM's director responsibility to always attract the physicians to run their private practice in RSCM instead of in other hospitals or their own clinical services.



In the middle-management level, the Director of RSCM supported mostly by non-physicians staff which were government employees. The bureaucratic attitude of the government personnel, which was considered less efficient and less customer-oriented due to the lack in the Merit & Reward System, Performance Appraisal, Quality Management program and conducive environment in which they can work in confidence and dignity.



It is realized that RSCM is a part of the medical-care subsystem of the bigger national health system, that's why the problem has faced by RSCM is also a part of the problems of the national health system.
