Along with the advance development of the worl information technology now day's a well-built management with a broad perspective are becoming a state of mind for the Ministry of Transprotation, in coducting the effort of fulfilling the Indonesia standard service requirement. One of the challenges that the issues has brought, is for the organization to improve their current existing process in managing the Human Resource function, as it considered to be a substantial barrier in filling the needs of a competitive management.

Process improvement is not limit only to the development of the personnel in the organization in term of providing competent managerial training and tutorial, but also to the capital investment in information system that the organization should have, to support their Human Resource managerial process in order to be effective and efficient.

Above theory had constrained by the filed evaluation that shows how the availability of the organization information technology considered to be a few step behind the needs of enlighten the process of human resource management. It shows how the available technology become and end of it traditional approach.

As the issues emerges, the comprehensive Human Resource information system that tackle many function of human resource management are evaluate and recommend assessing the organization needs for producing more accurate & timely information in order to provide more reliable service to the society, as it discuss briefly in the papers.
