This is the fourth report prepared by the research Institute for Asia and Pacific on building Institutional capacity in Asia.

The focus of the fourth report is on the challenges being faced in reforming the institutions of government in four South East Asian countries - Indoneis, Thailand, Malaysia and Vietnam. The scope of the analysis was shaped in large part by the range of reform priorities being expressed and pursued in these four countries. These included constitutional changes, political reforms and schems of administrative improvement. aspects of each of these reform agendas are considered in the survey.
