A model for assuring the quality of higher education institutions

This paper discusses the concept of Quality Assurance in Higher Education and proposed a standardized and common Quality Assurance procedure which can be applied to all "parts" of the institution including the intangibles. Samples of Quality Assurance of the various areas are given, as are the key performance indicators to assess the results of applying such a procedure.
The main advantage of a strandardized and common procedure which is applicable to all areas of the institution`s endeavour, is that it eliminates the confusion over what procedure to apply to what area, and as a result encourages everyone at the institution to apply the procedure to their respective areas. It is already known and accepted that the optimum result of any quality endeavour is achieved when it is applied equally to all sections of the system. The model proposed here was developed inter-alia in order to meet this criterion.
The model is being applied at a number of higher education institutions in Indonesia. Progress to date on these applications will be discussed, although actual will not be available for a few years.
