PT. Wijaya Karya (Persero) Tbk, which is often abbreviated as WIKA, has expanded its construction business overseas which elevated its value to be the state-owned enterprise of Indonesia to achieve global recognition. WIKA has penetrated the middle east region especially in the UAE (United Arab Emirates) which offers many opportunities in various fields of construction business. WIKA has take part to involve in development programs in the country and to engage key stakeholder. The development of overseas market has been the key driver of company strategy, which is contained in WIKA's vision and mission, namely "strategic overseas expansion", exploring the global construction market and supporting the achievement of company performance. As one of the overseas operating units, the UAE branch has prominent features to be the international business hub which provides benefits for WIKA to able to acquire the construction business opportunities in UAE and in the region in order to optimize its business operation. UAE attracts global companies to participate in the government program intensively carrying out developments both in terms of infrastructure, opening new areas and increasing public transportation with government and private owners. However, the business environment and risk analysis of the construction sector in the UAE is a key aspect to be discussed in order to support the strategy in expanding the business utilizing discussion, literature research and analysis. The key strategy to implement the proposal is going to be discussed. As a state owned of Indonesia who participates major role in the global construction industry, it is essential to have an international business hub in order to improve WIKA's performance and to elevate WIKA value.
