The study indicates that through the lecturers` competence, the characteristics of lecturers as quality assurer are :

1. leadership

2. professionalism

3. attitudes

4. human relation skill

5. mastery of the science and expertise in their field, and

6. mastery of the university teaching and research methods.



In addition, those six competencies are based on intellectual quotient (IQ), which is the core of academic competence, and emotional quotient (EQ), which is the core of organization, communication, and managerial competencies. The competencies include professional expertise, information seeking, analytic thinking, concepts, communicating, self confidence, initiative and achievement orientation, concern for order quality and accuracy, self control, commitment to the organization, flexibility, directive or assertiveness use of positional power (leadership), customer service orientation, teamwork and cooperation, and relationship building.
