Considering the strategy to develop gas infrastructure in new area with "beyond pipeline" concept, developing LNG infrastructure in eastern part of Indonesia is fit with the strategy. Currently, all of major gas infrastructures owned by PGN are located in Sumatra and Java region with gas pipeline infrastructure basis. With negative trend in these region, expanding the gas business in eastern part where gas insfrastructure is still undeveloped would be an opportunity to increase the growth of gas sales volume in the future. With scaratted potential market of LNG business up to 236,5 MMSCFD in East Region of Indonesia (South Sulawesi, NTB, NTT, South East Sulawesi and North Sulawesi), the effective distribution system should be developed by PGN to ensure the competitiveness of distribution cost. With various evaluation, it is concluded that PGN need to build new LNG infrastructure to reach each customer by implementing LNG Hub and Spoke Strategy because it has higher flexibility of LNG source, lesser facility to be built and lower cost to be provided with Makassar is the best location to LNG Hub Terminal because it has the highest gas demand among others, up to 90 MMSCFD. By having LNG Hub Terminal , PGN will also have higher opportunity to expand gas market, especially for new market surrounding Makassar Hub Terminal (strategic infrastructure).
