The project assigned by PT Superintending Company of Indonesia (Persero) was evaluating and analyzing the concept and the implementation of current performance management system at PT Sucofindo (Persero) with an objective to give recommendation to management of PT Sucofindo (Persero) in order to improve or find a better system to measure performance and linked the result to other aspects. In this report, in general, we have proposed PT Sucofindo (Persero) to focusing first on the business and its strategies, and linking performance management to that via the Balanced Scorecard. In specific, we have proposed management PT Sucofindo (Persero) to utilizing and maximizing their roles in HR and organizational practices.

The future competition as the effect of globalization will make PT Sucofindo (persero) become harder to compete with their competitors in providing their service to demanding customers, therefore PT Sucofindo (Persero) needs to work out on how to capitalizing their resources and measure it in order to achieve their business objectives. Balanced Scorecard will not only help PT Sucofindo (Persero) to measure performance of every individual in company, but align their SBU & other resources. Moreover, management also needs to integrate their performance management system with complete cycle of performance management system based on best practice and whole concept.

In summary, our recommendation is based on Sucofindo's organizational climate, work stressor and employees opinion of their current performance management system, the concept of performance management system, and the best practice, which have been thoroughly analyzed in order to design the most suitable performance management system in order PT Sucofindo (Persero) far better to measure from corporate performance to individual performance. Therefore, we are truly believe that adopting and implementing new and complete model of performance management system via balanced scorecard, would make PT Sucofindo (Persero) more competitive and closer to be a world class independent inspection, supervision, assessment and testing company committed to meet customer satisfaction.
